Although officers were called to Lydgate Road, a man was seen standing on a balcony of a flat on Baxter Road, just off Hinkler Road.
The man spent over an hour shouting at officers below, before attempting to scale the tower block using what was believed to be an aerial wire.
He then leapt to the ground below where he was pinned to the ground by officers.
At this stage, Hampshire Constabulary is unable to confirm whether the incidents on Hinkler and Lydgate Road are linked.
